Typically I do not believe it is a great idea to make recommendations on exact camera settings because it really does depend on what you are doing and it is better to teach the concepts and how to apply them instead of saying “use this shutter speed for that”.
Over the years, I have learned that there are certain shutter speeds that really are optimal as a starting point or boundary, for example; I have always recommended at least 1/60 as a starting point for shooting portraits on my training videos.
A GREAT starting point for capturing just a touch of motion blur of someone running or jumping, as in this picture below, is 1/50. There are lots of little ways to tweak this such as using 2nd shutter curtain flash, etc, but if you are going for the action blur type shot, 1/50 is a great place to start.
